Implement district school choice

If you remove district boundaries, schools would need to be much more efficient in their operation. Students would flock toward the good schools rather quickly, and bad schools would be forced to get better and become innovative. This competition will create efficiencies.

I am not sure I agree with you. A school is only as effective as its teachers, admin., and parents when they work together. I think if you visit the "good schools" you will find parents helping in the classroom and working with the teachers. When you go to the "bad schools", you don't see as much parent involvement. There are bad teachers everywhere. Even in the suburban schools.
